Q. 2 What is Maharashtra Knowledge Corporation Ltd?s New Center Registration Process for the calendar year 2008?
A. In order to achieve the mission of MKCL, The IT Literacy program of MKCL is run through its Authorized Centers. MKCL gives authorizations to the organizations/educational institutes that are interested in achieving this mission. The approval is given when the applicant goes through certain defined process of MKCL. This process of granting authorizations to centers is called as New Center Registration Process. The authorization remains valid for one calendar year and needs to be renewed every year in order to remain a part of the MKCL network with high performance.

Q. 3 What is Applicant Organization (AO)?
A. Applicant Organization which applies through the Training Provider to MKCL in the prescribed form for being registered as an ATC for running the Courses under that respective Training Provider.

Q. 4 What is Training Provider (TP)?
A. TP means the Empanelled Training Provider, as described and prescribed by GR no. MATANTRA 3700(132/2000)/TE-3 dated October 03, 2000 and October 13, 2000, empanelled to establish and run the ATCs or the Training Provider empanelled by MKCL as per its norms from time to time.

Q. 5 What are the criteria for AO's to apply under TP?
A. ATC/Centre with respect to TP means Authorized Training Centre established by the TP and authorized by MKCL as per its norms for conducting the Courses.

Q. 6 What is Deemed Training Provider (DTP)?
A. DTP means the Empanelled Deemed Training Provider, as described and prescribed by GR no. MATANTRA 3700(132/2000)/TE-3 dated October 03, 2000, empanelled to establish and run the ATCs.

Q. 7 What are the criteria for AO's to apply under DTP?
A. ATC/Centre with respect to DTP means the Authorized Training Centre established by the DTP with and within the campus of Educational Institution which is recognized by the Board of Government of Maharashtra/ University/ College/ Polytechnic or School conducting regular full time courses (hereinafter collectively referred to as EI/s).

Q. 8 What is Affiliated Institution Training Provider (AITP)?
A. AITP means the Empanelled Training Provider, as described and prescribed by GR no. MATANTRA 3700(132/2000)/TE-3 dated October 03, 2000,and October 13, 2000, empanelled to establish and run the ATCs or the Training Provider empanelled by MKCL as per its norms from time to time.

Q. 9 What is Affiliated Institution (AI)?
A. AI means the Affiliated Institution /Institution i.e. College/ Polytechnic/ ITI/ other such educational institutions affiliated to a recognized University or Board and owned or aided or unaided by the Government of Maharashtra and coming under the purview of Higher and Technical Education Department, Government of Maharashtra.

Q. 10 What are the criteria for AO's to apply under AITP?
A. ATC/Centre with respect to AITP means the Authorized Training Centre established by the AITP within the premises of the AI's governed and managed by the AITP.

Q. 11 What is Local Lead Center (LLC)?
A. Local Lead Centre, appointed and authorized by MKCL as per its norms from time to time, for discharging certain responsibilities and carrying out certain activities on its behalf in the assigned geographical jurisdiction.

Q. 12 What is Regional Lead Center (RLC)?
A. Regional Lead Centre is appointed and authorized by MKCL as per its norms from time to time, for overseeing and coordinating the functioning of LLCs within its assigned regional jurisdiction and to discharge certain responsibilities on behalf of MKCL

Q. 13 What is Authorized Training Center (ATC)?
A. ATC is an Authorized Center of Maharashtra Knowledge Corporation Ltd who has given a authority to conduct its various courses with minimum 6 Computers (5 Client Machines + 1 Server Machine) (configuration as per MKCL Norms)

Q. 14 What is Revenue Inspection Circle (RIC)?
A. Revenue Inspection Circle is Subdivision of a Tahsil, comprises of several villages

Q. 15 What is Revenue Inspection Circle - Authorized Training Center (RIC-ATC)?
A. RIC-ATC means Revenue Inspection Circle Authorized Training Centre Located in rural area with minimum 2 computers (configuration as per MKCL Norms)
AO can not apply for RIC-ATC in same town/village where MKCL already has its ATC. To find the details Click Here

Q. 16 What is City Area?
A. If a particular Area is divided into several wards then that area comprising of all those wards under that particular area is called as city area. Cities are the areas where you can apply on the basis of your ward number where you would like to register for authorization.Cities include major cities in Maharashtra which are identified by MKCL. e.g. Mumbai, Pune, Aurangabad, Nagpur, Sholapur etc.

Q. 17 What is RIC area?br> A. It is Revenue Inspection Circle Area. Kindly check your location lies in which RIC. RIC is Subdivision of a Tahsil, Revenue subdivision comprising several villages

Q. 18 Can I apply from both City Area and RIC Area?
A. An Applicant Organization can apply either from City area or from RIC Area.

Q. 19 Can I apply for RIC-ATC from city area (Municipality Area)?
A. As per RIC-ATC norm AO can not apply from city area (Municipality Area).

Q. 21 What is Project Report?
A. Project Report is the projection/overview of your business including various analysis reports. Please find details of required project report on our website.

Q. 22 What is the need of Project Report?
A. As an entrepreneur, one must know his/her business projection in coming years. You are expected to do this analysis, know your business and then only apply for New Center Registration, if the analysis seems profitable to you.

Q. 23 In what format an AO can submit Project Report to LLC?
A. The format is as follows:
   1. Profile of your Organization
   2. Project Report including all Financial Analysis
   3. Letter of Approval of Project Report (that has to be submitted to LLC) from CA (Chartered Accountant)

Q. 24 Which should be the bank for issue of DDs/drawing of DDs?br> A. DDs issued by or drawn on only Nationalized Banks will be accepted. DDs drawn on local co-operative banks for nationalized banks will not be accepted.

Q. 25 What should be the payable location for DDs?
A. Payable Location for DDs should be RLC Location

Q. 26 What is RLC Location?
A. RLC Location is the location where MKCL's authorized RLC is situated.

Q. 27 How many DDs and of what amount, I need to draw while applying?
A. An AO needs to draw 2 DDs payable at respective RLC location.
  For ATC Application
     1. First DD of Amount Rs. 8500/-
     2. Second DD of minimum amount of Rs. 500/-. This amount needs to be increased depending on no. of nominations (Rs 500/- per nomination) for the faculties of OnCeT.
  For RIC-ATC Application
     3. First DD of Amount Rs. 1500/-
     4. Second DD of minimum amount of Rs. 500/-.This amount needs to be increased depending on no. of nominations (Rs 500/- per nomination) for the faculties of OnCeT.

Q. 28 What is the Center Registration Fees?
A. For ATC Application -
     1. Rs. 5000/- towards Study Material Deposit (Refundable subject to Approval or Rejection)
     2. Rs. 3000/- towards Annual Registration Fee (Refundable subject to Approval or Rejection)
     3. Rs. 500/- towards Processing Fees (Non- Refundable)
For RIC-ATC Application
     1. Rs. 1000/- towards Annual Registration Fee (Refundable subject to Approval or Rejection)
     2. Rs. 500/- towards Processing Fees (Non- Refundable)
For OnCeT (ATC & RIC-ATC) Nomination
     1. For Each faculty Rs. 500/- (Non- Refundable)

Q. 29 If I get authorization for the year 2008 and if my center does not get registered in the year 2009, how much amount will be refunded?
A. Only Rs. 5000/- deposited for Study Material Deposit will be refunded to ATC only.

Q. 30 What is Intake Capacity?
A. Intake capacity is the capacity given by MKCL for registering the no. of learners in a particular batch of MS-CIT course.
Intake Capacity depends on your computing recourses.
One Computer = 24 Learners
For ATC
Minimum Intake Capacity
One Server + Five Client Machines
Intake Capacity will be:-
Intake Capacity for Center Based with Installment and Center Based without Installment Mode
(Five Client Machines i.e. 5* 24=120) ---- (A)
Intake Capacity for Self Study Mode (10% of A i.e. ((10/100)*120=12)--- (B)
Total Intake Capacity = A + B = 120 + 12 = 132
So an ATC having computer set up of One Server + Five Client Machines can register maximum 132 learners in a particular batch of MS-CIT course for above mandatory setup.
*For an Authorized Training Center the minimum Intake capacity per MS-CIT batch is 132 and changes depending on no. of client machines.
For Revenue Inspection Circle - Authorized Training Center
Fixed Intake Capacity
Intake Capacity for Center Based with Installment and Center Based without Installment (Two Client Machines i.e. 2* 24=48) ----- (A)
Intake Capacity for Self Study (10% of A i.e. ((10/100)*48=4.8 ?5) ----- (B)
Total Intake Capacity = A + B = 48 + 5 = 53
So an RIC-ATC can register maximum 53 learners in a particular batch of MS-CIT course.
*For Revenue Inspection Circle - Authorized Training Center the Intake capacity per MS-CIT batch is fixed and is equal to 53.

Q. 36 OnCeT: For how many faculties can I nominate?
A. You can nominate any number of faculties that you want. However you must nominate at least one faculty to qualify as AO.

Q. 37 How much I have to pay for nominating faculty for OnCeT?
A. For Each faculty nomination you will have to pay Rs. 500/- (Five Hundred only)

Q. 38 What is Apply Online?
A. By accessing URL www.mkcl.org/atcregistration, you can see the ATC registration home page. On this home page you have to click on Apply Online link. After filling all required details you will get Application ID. Also this

Q. 39 What is Application ID?
A. Application ID is the ID that will be used to get access to MKCL website and submitting the required Information.
This ID will get generated when you will Apply Online on www.mkcl.org/atcregistration.
For getting Application ID, AO needs to apply online and fill certain mandatory fields.
These details should be kept confidential. Please quote your Application ID in all your future correspondence with us till you get the authorization.
* By virtue of getting Application ID and Password, does not mean that Applicant Organization has got MKCL's authorization.

Q. 40 How can I access MKCL's ATC registration website?
A. You will have to click on Login link provided on www.mkcl.org/atcregistration home page to get access to MKCL website. Then you will have to enter your Application ID and Password to access to MKCL ATC registration website.

Q. 41 How can I choose my TP?
A. Using your Application ID you can access MKCL website for selecting One TP or Multiple TP's.
You have to study and analyze TP information before selecting One TP or Multiple TP's. Based on your choice you have to select TP / TP's.

Q. 42 If I am Private ownership firm, in that case can I select my TP as AITP or Deemed TP?
A. No, you can not select AITP or Deemed TP as your TP.

Q. 43 Can I select more than one TP?
A. Yes, you can select more than One Training Provider at initial step but after you need to finalize only one TP

Q. 44 What is AO approval given by TP?
A. When you select your TP from your login; TP?s will be able to view the list of all AO's who have selected that particular TP. If TP agrees that you have fulfilled all the necessary norms specified by MKCL, TP will recommend you from their login for the further Process. If an application does not get approved by any of the TP, then that application will automatically get disqualified/will not be eligible for the further ATC registration process.

Q. 45 What is TP Confirmation given by AO?
A. If one or more than one TP approves you; in that case AO needs to confirm only one TP that AO would like to confirm as its final TP.

Q. 46 Can AO confirm more than one TP?
A. No, AO can not confirm more than one TP.

Q. 47 What are documents AO needs to submit at LLC Location after TP confirmation?
A. You will have to click on Login link provided on www.mkcl.org/atcregistration to know required documents.

Q. 48 If my application gets rejected on the basis of inability to submit all necessary documents to LLC within stipulated date, how much amount is refundable?
A. If your application gets rejected on the basis of inability to submit all necessary documents mentioned by MKCL, in that case MKCL will not process such application and DD will be given back.

Q. 49 What is the selection procedure for AO after applying online for the New Center Registration process?
A.
1. Applicant Organization will have to apply online and get its Application ID.
2. AO has to fill all the required details online by using Application ID that is obtained after applying online.
3. Applicant Organization has to select Training Provider /Training Provider.
4. Training Provider /Training Provider?s will approve the Applicant Organization.
5. AO will be able to see the list of TP/TP?s that have recommended his/her center. Finally AO needs to Confirm One TP.
6. AO has to take print outs of the online filled form
7. AO needs to submit the print outs of the online filled form along with necessary documents and DDs, to respective LLC. (Please check the website for necessary documents required to submit)
8. LLC will approve or reject your AO application based on supporting documents submitted.
9. Faculty nominated by AO will have to appear for OnCeT examination.
10. Faculty nominated by AO will have to pass in OnCeT examination for qualifying for the further process.
11. If Faculty nominated by AO fails OnCeT examination, AO will be disqualified for the further process of New Center Registration Process.

Q. 50 If more than One AO that are fulfilling all Maharashtra Knowledge Corporation Ltd norms have applied from any ward or RIC, and only one has to be approved then on what basis MKCL will give authorization?
A.
1. OnCeT Marks: - Authorization will be given to the AO having faculty that has scored more marks in OnCeT Examination.
2. If OnCeT Marks are same: - AO will be interviewed by interview panel and based on performance in the interview, panel decision of authorization will be given.

Q.51 On what grounds your application may get rejected?
A. 1. If you fill untrue/wrong information, your application may get rejected
2. If TP does not approve your application on basis of MKCL norms.
3. If you do not confirm one TP within stipulated date.
4. If you do not submit all necessary required documents along with DDs to LLC within stipulated date.
5. If your DD is drawn after 08 September 2007.
6. If all faculties nominated by you fails in OnCeT Examination.
7. If there are more than one application from same area for ATC/RIC-ATC
If your faculty gets less marks in OnCeT as compared to other AO's applied in respective area faculty.
8. If you do not fill address details in your login and scan and upload required documents within stipulated date after declaration of OnCeT result.
9. If you do not submit documents related to address details within stipulated date to LLC
10. If you do not prepare setup (Infrastructure and Computing Resource)as per norms set by MKCL
11. If LLC or TP does not recommend you after their visit to your location based on incompliance of MKCL norms
12. If you do not submit LMS fee i.e. Rs. 8000 to respective LLC within stipulated Date,
*Kindly note that MKCL shall be the final authority for Approval/Rejection of AO application and MKCL?s decision shall be held final.

Q. 52 What is the purpose of LLC and TP visit?
A. By visit of LLC and TP, MKCL ensures that the information furnished by AO is true in all regards.

Q. 53 When Can I approach bank to disburse the loan amount?
A.MKCL will publish the final list of approved AO's after OnCeT Examination. All the approved AO's will then have to prepare set up for LLC and TP visits. So during this stage of ATC Registration Process, AO can approach bank to disburse the loan amount.

Q. 54 Is HDFC account mandatory for an AO?
A. Yes, It is mandatory for an AO only after your Application is approved by MKCL, Maharashtra Knowledge Corporation Ltd will support you for opening of HDFC bank account. All those AO's after getting approval by MKCL will have to apply for HDFC Account opening in case they are not having HDFC account. They have to produce all necessary account opening documents to respective LLC
